The Copyright for Downloading Cell Rings

As a new kind of network service,the download of cell rings causes some troubles of copyright.Through the analysis of a typical case,this paper points out that uses other ones' musical works without permission as the rings of cell phone to be downloaded would be a tort.While the liability to pay compensation should not be taken by ISP but by ICP.Furthermore,the standard of collecting fees should be decided reasonably to keep the balance of benefits between authors and public interests.
