On the Attempts at Making Government Affairs Information-based: Problems and Countermeasures

The effective measures that can be adopted to facilitate the process of making government affairs in China information-based include the following: enhancing awareness through intensifying education;improving institutional construction through enforcing the accountability system,adopting a holistic approach through maximizing the channels of input,integrating government function through institutional reforms,proceed in a systematic way through overall planning,promote the gradual change of organizational mode through handling things first at work,attracting external investment and talents by improving the soft environment internally,etc.
