Two-step flow of water culture communication was structured in order to effectively carrying out Water culture spreading.Through analysis of two-step flow of water culture connotation,spreader of Water culture,opinion leader and audiences,the first stage spreading should using rich variety spread carrier,and step two put differentiation carrier to use of step two spreading.This paper gives some suggestions and detailed description about spread carrier and its applicability,such as school education;traditional Culture;tranditional media and WebBlog.
