Today is the era of knowledge economy.The generation,acquisition,ownership and use of the know ledge attracts people's attention increasingly.With the rapid development of netw ork technology,it is easier for public to get access to the information.Copyright restrictions under the netw ork environment make such contacts more legitimate.How ever,in ensurig public to contact the information and users to use the information,w e should also safeguard the rights of the copyright ow ner and play its role of encouraging the creativity and promoting cultural transmission.Hence,the perfection of copyright restrictions under the netw ork environment is also becoming the focus of the new netw ork era increasingly.
