The National Program for Medium and Long-term Science and Technology Development(2006-2020) aims at national goal and implement several major projects.The first project isCore electronics components, high-end general chip and infrastructure software products(The HeGaoJi Program),which would promote domestic software development.Our country needs more and more software talents,which brings information literacy tests(ILT)more opportunities and new challenges.Based on the national computer rank examination (NCRE)as an example,we want to get some development countermeasures by through in-depth analysis the policy of the opportunity and challenge.
