Study on the Implementation Mechanism of Information Resources Exploitation and Utilization Policies

In order to achieve the targets of information resources exploitation and utilization policy,the necessary implementation process is indispensable.Based on the analysis of information resources exploitation and utilization policy’s implementation subject,object,influencing factors and means,the paper explores the process of policy implementation.Some suggestions about how to optimize China’s information resources exploitation and utilization policies’ implementation effects are also proposed.
