Current situation analysis and policy proposals of developing agricultural seed industry in Shanghai

Based on systematically sorting out the current situation of developing agricultural seed industry in Shanghai,the paper made its SWOT analysis,then summarized the key technologies urgently needing to be solved and major developmental directions of the seed industry for the next five years by means of patent analysis and Delphi survey methods,and lastly gave some suggestions in terms of both technological RD and policy orientation in order to improve the technological innovation and realize the quick development of the seed industry in Shanghai.
