Rational Thoughts on the Issue of Educational Lottery

It is theoretically feasible and necessary to issue educational lottery, but in reality it really faces some problems such as looking for rent, cost of issue, type of lottery, design of game rules and thus generated crow-out effect. Because of the imperfectness of the system, devices and ways of management in our lottery market, it is worth carefully considering to issue the educational lottery in our country.
