File inspection and appraisal is based on character identification between the sample and the file. When the examiner makes class identification and identical recognition, he has to use the sample as a known standard to compare with the file. The file is unique and unchangeable. But the sample can be collected and selected on purpose of identification. Because the sample's quality has a direct effect on the accuracy of identification and conclusion.
