Combines cloud theory and rough set in the advantage of dealing with uncertainty information,presents a new evolution model of teaching quality.The weigh of index are calculated based on importance of attribute in this model.Cloud decision generator transforms indexs value into qualitative evaluation.Experiment proves it is feasible and valid.
