Improved pre-encrypted verifiable electronic voting scheme

This paper briefly reviewed Morales-Rocha et al.'s scheme,gave a new scheme with solutions to these flaws.After analyzing the performance and contrasting with their scheme,this paper made a conclusion that the new scheme solves the flaws above and has better performance.
