In order to solve the problem better to the user,organization and department's management of large enterprise,reduce the complexity to the authentication management,make the E-government application system to adapt different organization and department,and make the user management to be more effective and safe,the unified user management system is designed and implemented,which is universal,safe,and extensible by the concept of RBAC(role-based access control) and the LDAP(lightweight directory access protocol) technology.
