It is very hard to acquire the requirements of C4ISR system. In order to provide an accurate description of the requirements especially at operational level,it is necessary to model the system behavior.A goal based behavioral modeling approach is introduced to enhance the military electronic information system requirements description language, which corresponds to the paradigm of goal-oriented requirements engineering.Firstly,a goal model is constructed by analyzing operational tasks and refining the task goals.Secondly, the operational entities are identified by assigning the responsibilities of goals in goal models. Finally, state models, scenario models and behavioral relation models are created to describe both internal and external behaviors of system entities.A case study shows the modeling process and its applicability.
