Emergency Scenario Model based on Knowledge Element

In this paper,we build the quaternion model of knowledge element by the theory of knowledge element,redefine the scenario from static and dynamic aspect.Based on the analysis of the structure of emergency scenario from management view,we build the model of scenario show.The case of Jinan rainstorm in 2007 proves the model effective and feasible.
