We suggest a layered approach to interoperability of information models that borrows from layered software structuring techniques used in today's Internet. We will mainly discuss the functionality and relationship of each layer. We suggest the key feature of each layer like binary relationship, basic typing, reification, ordering and n-ary relationships. Finally, we point out related works and conclude.
