How to elevate investment profit and management level of software and information service industry is the key issue needed to be focused on during the high-speed development process of information industry.On the basis of analyzing development and guidance decision-making situation of domestic software services,from several viewpoints such as future demand,decision-making model,decisionmaking procedure,decision-making method and decision-making system design,this thesis researches into the development and internal operation mechanism of guidance decision-making of domestic software and information service as well as building usoftware and information service development guidance and decision-making platform,which can offer theory foundation and practical application for scientific and systematic software and information service decision-making and a reference for construction of other industry development guidance and decision-making system.
