The traditional TCP mechanism of congestion control and bandwidth control do not deal with the competition of different data flows in a single link, which can not satisfy the user's expectations of performance. According to the properties of different type of data flows, by modifying the window size and ACK delay of receiver, this paper present he strategy of TCP flow control based on users, which can satisfy the requirement of bandwidth of different network application.
