Theoretical Counterthonght over SOE Reform

SOE reform has been enforced for more than a decade. Reform practice advances steadily but its result is not evident. The reason for this is that there is a mistaken area in the reform ideology. We must make a counter-thought over it and make a new definition of SOEs′ function and existance so as to lay a theoretical foundation for SOEs and eventually to make strategic restructuring.
