A Comparative Study on the Mass-Recommendation System and the Self-Application System of S&T Awards

The authors put forward the concept of mass-recommendation system(MRS) of ST awards to summarize an ST awards system represented by Nobel Prize,and then made a comparative study on the MRS and self-application system(SAS) which are the two representative ST awards systems in the world.It is considered that the MRS has many advantages than the SAS.There is no applicants group and no following problems in the MRS.The people who want to get the prize are hard to manipulate the process of the generation of candidates and award-winning subjects.Therefore,the recommenders can make their true judgments independently.The selection of winners can reflect the consensus of the ST community.The MRS favors the ST innovation and can keep down the impetuous atmosphere of vicious competing for prize.Thus the authors proposed to gradually transform the SAS of the national public ST awards system into the MRS and to establish a coexistent national ST awards system combining the MRS and the SAS.
