Information-network is opening up a new age.Network not only is a king of new technological media, but affects our life in all aspects. It not only brings many positive values, but also challenges the current ethical norm. The ethics of network now faces the predicaments such as self-discipline and other-discipline,freedom and responsibility, privacy and safety. It is imperative that a new network ethics should be built,a series of principles should be set up and a wholesome network principal part should be established. This paper maintains that the construction of network ethical norm is a long systemic project, which needs to be the involvement of all net citizens and the international cooperation, thus a free, open, harmonious and orderly world could be built up.
