The dilemma,responsibility and way out in the development of university journals

As an academic theory publication,the university academic journals have logically the inevitable responsibility to the emerging of the prevalent academic abuses.The academic appraisal system,and the present academic system are also the root to lead to many malpractices by the journals.The journals in the competition,having to comply with the unreasonable appraisal system,have highlighted one kind of instinctive survival impulse.It may be a basic way in seeking a solution to the dilemma for university academic journals to solve the academic innovation problem,and change the situation of having no choice imposed by the appraisal system.
