Software frame is the basic truss of information system, its planning and design possess an important status in software development. As a sort of clue or mode of the development, the frame design, take on the guidance meaning in methodology and technical line. And it is able to supply reference for correlative development personnel. This paper has first analyzed the basic process of making land uses planning by handwork, then, put forward a frame system of land use planning information system, and finally expound for its modular structure and function.
