Exploration on Spam Infringement Legal Issue

Spam information violates citizens' property rights, freedom of communication rights, and privacy right. Major subjects of spam violation are general users, telecom service providers, and internet service providers.Legislatively, regulation of spam violation should follow the principle of fault liability and therefore punish infringement actions. Practically, message delivery should be limited and mobile phone numbers should be registered to provide foundation for privacy protection and spam violation punishment on civil, administrative, and criminal levels.
