According to the insufficiency of telephone information management in telephone companies, the paper proposes the architecture of management software based on the combination of B/S and C/S, and the combination of horizon and vertical. The development tools are ASP, FrontPage 2000,SQL Server 2000 and Power Builder7.0, etc. According to the criterion of telecom operation, referring to the manual process and applying the flow method of data process, the management system has realized the function of maintenance, statistics, output of report forms, the fee-charge and query.
