The Criminalization of the "Theft in Utilization" in the Context of Networking

The behavior of the theft in utilization remains debatable in the traditional theories of criminal legislation,administration of justice,and criminal law.Although there are many legislative cases concerning the theft in utilization in mainland state legislation,there is no case study concerning this behavior in China's criminal legislation and its administration of justice.With an increasing popularization of networking and a high crime rate in cyberworld,it is an urgent measure to criminalize the extremely harmful behavior of theft in utilization,an behavior of illegally utilizing net resources.
