The development of GIS will tend towards the opening which includes system structure,data model and the origianl idea. The combination of GIS and OpenSource will push GIS into the public. The OpenSource-based WebGIS has turned into an important development direction. So the paper discusses the core technology,data model,system skeleton the realization about the WebGIS based on the OpenSource framework.
