Discuss on Irrigation Information Construction Planning Principles

As the main form of water conservancy modernization construction of irrigation area,information construction of irrigation has extensive contents.It is the basic research which should be paid attention to scientific planning of the system in the condition of limited funds and irrigation reality environment constraint.Aimed at its goal and content,this article analyzes that the construction planning should adhere basic principles which are openness,advancement,reliability and so on.And the reasonable suggestions on the key factors which may affect the system operation such as the personnel quality,operation management and system construction are proposed.It has a good reference value for the irrigated area informationization construction planning.
