Implementation for Video Bitstream Transcoder from H.263 to MPEG-4 Based on VC++

The two video coding standards H.263 and MPEG-4 are discussed and configuration of several commom transcoder is compared. Based on VC++, the transcoding from H.263 to MPEG-4 on PC is researched in this paper. The transcoder operating is realized through code stream of Foreman standard testing sequence without picture distortion.
