Copyright Levy in the Internet Era:Seemingly Beautiful

The copyright levy is the royalty that is set on the recording equipment and media to compensate right -holders of copyright for the economic harm caused by acts of private copying.With the development of digital technology,individual copyright license agreement will become the main channel consumer accessing work,and replace most acts of uncontrolled private copying.On the other hand,the functional diversification of recording equipment and media will undermine the rationale of copyright levy.The levy system makes up for the deficiency of fair use exceptions.And with its high running costs,it should not be used as a temporary tool dealing with illegal acts such as peer to peer work sharing.
