The development of industrial technology alliance calls for the support and coordination of fine legal environment.So it requests not only to provide clear legal system for various civil commercial subject's technological innovation activities,also to definite government's legal duty in supporting and promoting industry alliance healthy development.We should make the democracy restraint and the procedure surveillance,as well as provide the infrastructural science and technology facilities through the formulation of special standard,take technological innovation and progress promotion as the objective and principle,suppress monopoly phenomenon which technical alliance practice will bring,and provide the legal system safeguard for industrial technology alliance's healthy development.
