In order to ease the data services are concentrated CCCH channel lack of resources,according to CS and PS characteristics of the different business requirements,proposed changing the priority of CCCH channel solutions.That is,CS paging message in the face of significant congestion in the PS business priority assigned to messages immediately,so as to solve the problem of congestion CS paging.
