The level of water resource files management reflects indirectly the economic development status of a state or district.After setting forth a design scheme of water resource files management system,this paper gives the specific implementation of some techniques involved in this system such as electronic documents processing,photograph documents processing,database backuping and restoring,and compound guerying.
