Inter-coding for motion picture video compression

Inter-coding of motion picture frames is quite important for video compression. This paper combines local and global motion estimates with a block matching algorithm for the local motion estimation with Sprite coding for compression of the motion picture frames. Many tests showed that the combination of local and global motion estimates great improved image reconstruction quality and the compression rate, while reducing the search time for matching. Therefore, the method can provide low video compression bit-rates.
