According to the requirements of the e-commerce development for the environment of electronic payment,the paper expounds the secure electronic transaction protocol and the function of the elliptic curve cryptography and compares the advantages of ECC over RSA.Therefore it discusses the design and the implementation method of financial certification authority based on the elliptic curve cryptography.
