Next generation Internet should support the requirement of multi level the Quality of Service (QoS). In this paper, information flow is analogous to fluid. We established information flow continuity equation based on fluid character. Density change of information flow is analogous to water wave. We describe information flow density change, spread of density flow and limit density at an initial condition, which bring on congestion. Finally, we point out gist for admission control that supports QoS.
