Internet is applied more widely and more widely and the varieties of multimedia applications depend on network performance. So it is more and more important to measure and analyze the network performance. There are many network performance measurement tools and systems to measure and analyze Internet performances. To conveniently use the data in different systems, a common schema should be adopted to describe network monitoring. This paper introduced a hierarchy method that describes Internet performance characteristics, together with a network measurement system that can use multiple measurement methods and then discussed these network measurement mechanisms.
