As a important factor,complex electromagnetic environment has to be considered in system combat capability.Based on the system theory method of Wu-li Shi-li Ren-li(WSR),the paper analyses the battlefield electromagnetic environment's Wu-li complexity,Shi-li complexity and Ren-li complexity,open out the battlefield electromagnetic environment complexity inbeing connotation,expatiates the system combat capability be influenced by the battlefield electromagnetic environment complexity.The system combat capability evaluation frame is constructed.It provides basic idea and method for the system combat capability based on information system.
