Discussion of Evaluation for Science and Technical Editors

It discusses the importance of science and technical editors in estimate for contribution. The evaluation is just the study of contributions. Editors must do perform their duty. It gives three demands for editors when they evaluate contributions: (1) estimate precondition; (2) strictly obey scientific, innovated and precise rules; (3) analysis references.
