According to the characteristics of underwater acoustic channel such as high noise, strong interference, large time delay and limited bandwidth,we study on how to ensure the reliability and efficient of underwater image transmission has great research significance.Comprehensively considering the image compression and robust transmission, underwater image progressive transmission based on bit planes was put forward in this paper.First, the image was divided into several bit planes in this method, and bit planes were classified important bit planes and other less important bit planes according to the contribution to reconstruct the image. Then, the important bit planes were compressed under joint Bi-level image experts group(JBIG) standard and the less important bit planes were discarded. To ensure the quality of the reconstructed image,Gaussian random number substitute for the discarded data. Finally, based on the importance of each compressed bit planes, unequal error correcting protection was implemented and each processed bit planes was transmitted progressively.Experiments based on simulation of underwater acoustic channel indicate that high reconstructive possibility and good visual quality can be achieved, even under relatively low SNR(signal to noise ratio). The method discussed in this paper was a good choice to fulfill underwater image transmission with high reliability and efficient.
