The article systematically introduced Chang- chun flood prevention and drought resisting manage- ment information system construction goal,the system structure,the basic function,and develop the plat- form.Changchun flood prevention and drought resisting management information system uses the WEBGIS, technology to carry on the management to Changchun's water conservation based on the SuperMap IS.net.it is not only realize the function of modern management and analyzes to the water rainfall situation,but also merges the remote sensing image and DEM to realize the function of 3D dynamic simulation.
