The monitoring for dam deformation is a very important job in the operation and management of a dam,and the stability of reference control points is the premise to be able to monitor accurately. Here, the layout of the horizontal control network and items which should be paid attention to in outside observation are introduced, and the stability of the reference control points is analyzed with an instance. It is considered through analysis that the initial observation is made after stability of the control points in accordance with the requirements in this paper, and the secondary reobservation is made in accordance with the standard, that is to say, whether the fixed angles and edges of the control points are in the limited difference or not.
