An Analysis on the Relative Efficiency of the Regional Research and Development of Performance

Using the non-parameters of the data envelopment analysis(DEA),through the calculations of the technical efficiency index,the pure efficiency index and the returns to scale of 30 provinces and cities in China research and development(RD),the author analyzes relative effectiveness of RD perfermance of various provinces and cities.The results show that:only several provinces are technically efficient,such as Jilin,Shanghai,Hunan,Guangdong,Hainan,Chongqing.Higher degree of effectiveness in the eastern region than the development of the midwest and overall efficiency greater than the central regions.Paying attention to play in technological improvement on improving RD performance efficiency,encouraging technological innovation,and promoting the application of technology in the industrial production,to achieve DEA effective.The most important is to optimize the structure of RD input and output,and find out the reasonable investment proportion and output of the low efficiency link.
