Design of MPEG-4 Video Encoder Based on IP and its Application in Rescue Communication

This paper presents the Standard of MPEG-4 and the principle of video encoding. Based on DSP TMS320C6211, it introduces the hardware and software design of the MPEG-4 video encoder over IP and lists some ways to optimize the code. The performance of the video encoder in mine-multimedia rescue communication is given at the end.
