Re-modeling on just allocation of resource and analysis of the effective algorithm

A faster algorithm is proposed after narrowing down, reasonably, the restricted lim_it for just allocation based on min_imal variance rule; the model for just allocation based on min_imal absolute deviation rule, with a faster and more effective algorithm, is set. Some good properties for the model are proofed, some notice for applications are mentioned.
