Paper Reviewing for Sci-tech Journals: Problems and Solutions

In view of the problems in paper reviewing for sci-tech journals,this article proposes to raise the quality of paper reviewing by doing a good job in a preliminary survey,finding a responsible reviewer and practicing quantized reviewing.
