Some factors that impacted on recall and precision ratio in current literature evaluation for application of medical and health achievements are expounded. The ways and methods of improving the recall and precision ratio by use of the information resources on the Internet are described as well. The authors believed that government documents and patent documents on official Web-sites were the closely related documents to meet the requirements for literature evaluation for application of new drug projects and could be used as key evidences in the literature analogy. So, they could be used as basic information resources with scientific information in literature evaluation of new drug projects.
