In pace with the popularization of internet technology,the using of online journal submission and processing system has become an inevitable trend in order to improve journal management,efficiency of paper review and editing.In this paper,the authors created an academic journal management system based on B/S structure,and the system's functional models were detailed analyzed and explained based on technological view.In order to guarantee the rational allocation of reviewers,the system also provides an expert reputation level model.
