On the Reasonable Regulation of Collective Behavior

Collective behavior has the characteristics of the main groups,the radical behavior,the infectious process and the strong impact and so on.We should regulate the collective behavior reasonable by the effective protection of the legitimate rights and interests of citizens,actively promote participatory political culture,constantly raise the level of political institutionalization and to improve the legal system,and other aspects.
