The Mechanism Research on Bidding Agency Transform Client's Requirement——Based on Prototype Approximation Approach

Currently,bidding agency often comes across the problems such as insufficient understanding of the client's requirements and ambiguous statement of the client in its demand while formulating the bidding document.All these leads to the question that the bidding document can't reflect the client's true intentions and the bidding agency's incapability in transforming the demand of the client.The paper tries to design the transform mechanism by using Prototype Approximation Approach,determine project initial requirement,restore approximate true requirement and reflect them in bidding document formulated so that it can finally transform client's requirement.
