Policy-based distributed active measurement system with dual stack

To solve the problems of the time complexity and measurement efficiency,a distributed active measurement system was advanced.It solved the problems of customization of measure item in large scope,how to share the distributed measurement data,and how to realize data location with TerraDir.The prototype of system shows the method is feasible and effective.
